Actually, the law in Wisconsin-- unless it has changed (which it hasn't)-- permits passing on the right only when it's safe to do so. I would argue that that's an entirely reasonable standard. Obviously, a motorist causing a collision with a legal occupant of a crosswalk by passing on the right is evidence that it *wasn't* safe, so the motorist should be cited. And his testicles removed, roasted, and fed to dogs.

I always hated riding-- or driving-- on that stretch of Odana because the lane width encourages dangerous behaviour. In particular, it's a delight (not) to find one's biking self sharing the outer portion of the lane with a speeding motorist passing another motorist that isn't speeding enough to satisfy the other chap.
