The same reason cars don't park in bike racks, I guess.
I don't understand your question. Bicycle racks aren't designed for mopeds, and the techniques for locking up mopeds are different for those for locking up bicycles. Not to mention the techniques for operating those vehicles and getting them in and out parking spots. That, and it would be an absolute disaster if mopeds and bicycles parked in the same areas. But don't take my word for it. The dent in the top tube of my Jonny Cycles is testimony to what happens when irresponsible moped riders are trusted to operate around bicycle racks.
Not that I'm bitter or anything.

The West Campus Utility Project is a pain for everyone involved, for sure. The thought is that, by doing this now...it will mean that these roads won't need to be torn up again for 10-15 years...instead of pretty much every year...for utility maintenance. At every step a good deal of thought is being given to traffic diversion plans and the impacts on bikes/peds. People are thinking about it and trying their best to make it work as well as possible. Which isn't to say that things go perfectly at all times.

Transportation Services is currently doing a bicycle parking needs study...and also updating all of the bike racks on campus to "duck bill" or "u" racks...getting rid of the angle and fence racks (this is the case for the racks that TS controls only...Housing has its own racks)

UWHC isn't probably who you should contact about parking violations...Transportation Services Field Services is. Actually, they've been checking on moped parking on a weekly basis...and the reports in general have been good. There is 95% compliance with the new moped parking permit after only a year. The problems at the Hospital are probably due to the confusion over the construction.

I assure you that UW Trans Services is committed to getting mopeds away from bike parking racks...but enforcement is by its nature a hit or miss thing. I'll pass your comments on to Field Services.

Just a few general comments from a regular bike commuter to UW
Hospital...

o While the construction and utility works have made the area a
_mess_ to get around, I'm much happier biking than I am driving.  I
have a parking pass for those bad weather days or when I have to head
out to clinics longer distances than I can reasonably bike in the
time allotted -- trying to leave Lot 60 at "rush hour" due to all the
construction took me 20 minutes.  It
 was a surprise, since it isn't
usually a problem when I'm biking...

o The bike racks have been highly congested, particularly the few
convenient covered bike parking areas.  This is thankfully starting
to ease with some new racks being added in other areas.  I hope it
continues to improve.  It would be nice if UW parking enforcement
actually did something about the mopeds/scooters/motorcycles parking
in bike areas, but even after numerous notifications to UWHC
security, it's still happening.  I will say that the UW bike/ped
coordinator has been very responsive to my e-mail suggestions and
queries -- if only he had more power and money to implement things
he'd like to do.

o I'm very glad that University Bay Drive between the FUS Meeting
House and University has finally been resurfaced.  Riding down that
pothole-strewn hill was not pleasant.

o What are people's thoughts about intersections where
 cyclists/
pedestrians have to press a button to get a "walk" signal?  I've
never minded them as a pedestrian, but as a cyclist, they're a bit
awkward to get to and seem semi-pointless -- a walk signal ought to
come up in every light cycle.  The two points I'm thinking of (at the
University Ave/Campus Drive split at the east end and the Wingra
Creek Path where it crosses the Fish Hatchery Road) don't have turn
signals for cars tied to those, so it seems unnecessary.
