Does the state statute or UW regulation explain the difference between a moped 
and a small
motorcycle?  Very few small motorcycles have the ability to be pedaled like a 
bicycle.  The other
day I saw an actual moPED on the SW bike path.  The rider was actually pedaling 
(motor off). 
Perhaps they had engine trouble and were just making the best of their 
situation.

IMHO if you can't use your own muscle power, it doesn't belong locked in a bike 
rack.  As to
"electric personal assistive mobility devices" (I think this means those silly 
Segways, but I
could be wrong - a person in a whilechair is unlikely to wheel over, lock their 
vehicle, and then
walk to their ultimate destination... am I right?).

I am currently frustrated by a small motorcycle every morning where I park. 
They arrive before me,
park their small motorcycle next to the bike racks, but don't lock it up to the 
racks, and crowd
me out of my preferred space for my bicycle.  (Not on UW campus).
