I believe that UW is allowed to set its parking policies based on UW
Statutue 18.05. as it allows universities to have jurisdiction over parking
matters on campus land and may restrict parking, charge for parking, etc.

I don't know the exact history or legal references...but I have been assured
that the UW's lawyers looked into the matter and determined that UW can
restrict moped parking in much the same way that it restricts automobile
parking on Campus.

About two years ago I pointed out that there is a difference between
parking in a bike rack, and parking adjacent to (thus unlawfully
blocking pedestrian access to) a bike rack. Perhaps this logic is what
applies?

Essentially, the UW is "private property" and we can set our own parking
rules.  The City is a different matter.  It is my understanding that the
City is working to remedy the issue...but it involves extensive
signage.  That's all I know about it.
