The author's background - Sales and Marketing... definitely lends
authority as a climate and health expert, and vouches for objectivity,
no doubt.  If this person is marketing Hummers, I could understand their
alarm. 

The author never mentions exactly what this Midwest governors' "global
warming plan" is.  How exactly would it expand government or impinge
upon property rights?  Without such a revelation and analysis, it is
vacuous writing, even for an opinion piece.
