It's very obvious bike racks are places to put snow in the winter.  The Gateway 
(WahKee & others) has a bike rack completely plowed over, except for one metal 
rod sticking out that I use to park my bike.  The One West Wilson rack is 
ice-covered and hazardous and has not been touched since the snow on December 
1st.  The walkway to the Monona Terrace is also ice-covered and hazardous, but 
also used very heavily.  This is the city's responsibility.  Part of it is the 
state's responsibility.  Interesting how the city is so willing to hand out 
heavy fines to private homeowners, but does such a horrible job of clearing 
public walkways.

Pretty poorly on the east side, including the racks at
many private businesses. I visit a certain diner at
least once per day, sometimes twice, and despite my
suggestions, their bike rack remains almost entirely
buried. I think tomorrow I'll just ask them where they
keep their shovel...
