While I can by no means advocate such behavior, anecdotal evidence
suggests that it has possibly been effective in a small potion of the
city to chuck brightly colored tennis balls in front of vehicles running
red lights and stop signs.

While we're surveying, I'm at the corner of E. Washington and Ingersoll
almost every day, twice a day. You could sit at the Avenue Bar and make
a drinking game out of seeing people blow through well into the red. I'd
have to say it happens more often than it doesn't. And it's an equal
opportunity offense; tractor-trailer rigs, buses, police "admin" cars
(obviously not responding to a "call"), cabs, all join the usual litany
of "civilian" vehicles.
