Nokian Mount & Ground W160 26" tires run about $60 each and are worth every penny. They're worth the expense, weight and rolling resistance even in milder years.
I got mine at Revolution, but I think Budget carries them too. The tungsten carbide studs will last several seasons of riding even on mostly dry pavement. I've also used and liked the 700c Hakkapeliitta W106 35mm.
I've heard that the Schwalbe Marathon Winter is a good tire but have not used them myself. I'd avoid the Innova studded tires, as they have a mild steel stud that wears out very quickly.
