Definitely sounds like something to report to the city via its traffic 
violations Web form.

If they know that people are doing this, they might increase enforcement.

Some people are also simply ignorant of the law and respond well to, "You can't 
ride that on the path. It's illegal and dangerous." Obviously, if he's going 
that fast, it will be hard for him to hear you. But I was once on the John 
Nolen path when I encountered a posse of college girls on their mopeds, and 
when I told them that they weren't allowed to drive on the path and why, it was 
clear that it had never occurred to them that to do such a thing was wrong, and 
they left the path at the next intersection.
