The point isn't whether a particular bike is benign, or how fast it
can go. The problem arises when the next person says, "But THAT bike
is allowed to be on the path. How come I can't be on the path with
THIS one?" At what point do we draw the line? What is too much motor,
too loud, too fast, too stinky?

I'm asking for the legal status of the bike and the legality of using
it on the paths in town, not whether a particular make is "not that
bad."

A couple years ago there was a guy on a gas powered scooter - the kind
you ride standing up, not a moped - that road on the East Isthmus
Path. He claimed it was legal because he "wasn't going that fast." We
finally got the cops to convince him otherwise.

Slipper slope and all.
