Actually, they are on a MULTI-USE PATH and all users need to yield to
slower users. When we are on the road, we expect cars to wait until it
is safe to pass us on our bikes. When people are using the path, they
expect, it should operate that faster users wait until it is safe to
pass slower users.

Note I did not say bicyclists are passing walker. I have seen very
slow bicyclists be passed by joggers. Roller bladers often pass
bicyclists. Little kids on bikes may be barely creeping, and even a
walker could pass them. And I have often passed bicyclists while I'm
riding, and bicyclists have passed me.

Everyone follows the same rules:
Stay right
Pass Left
Wait until it is safe to pass
Give an audible warning before passing
Don't scare other users by passing too closely or quickly

Seems simple enough to me.
