If you are turning from one street to another - and if you are coming
to a T intersection, you must turn - I believe you are obligated to
yield to traffic already on the street onto which you are turning. So
regardless of whether there is a stop sign, the person coming down Van
Hise would have to yield.

As to Jeff saying the cyclist wasn't wearing a helmet, I assumed as
much from the line in the story saying "possible brain damage."

Obviously, we don't have all the facts, but I'm going to make a guess
here, based on knowing the area:
1. Driver was going to fast - she admitted 25-30 mph, and even 25 on
that street would be too fast for conditions.
2. Bicyclist didn't yield at intersection
3. There are many cars parked on the street, and visibility is very
bad (that's a fact)
4. Neither party looked for other traffic at the intersection, and
were unlikely to have had a clear view anyway.

Again, it's just a guess, but I'd guess that both parties made some
serious errors.
