If someone wants to write a proposal, they can apply for a grant from the Dane County Bicycle Association http://www.danecountybicycle.org/ (yes!! Annual Grants!! In Madison! For cycling related projects!!) "The mission of the Dane County Bicycle Association is to provide a perpetual source of grant funding for projects and initiatives that will improve the quality, scope and effectiveness of bicycling education, usage and advocacy."
