Yes, cars are allowed to pass bicyclists on a bike boulevard, although they must give three feet clearance, just as with any other passing situation.
Bike boulevards are still local streets. The same rules apply as any other street. Ideally, "bike boulevards" would not be needed, because all users would recognize the rights of all other users to share the road in a safe manner. On any road in the state of Wisconsin, unless bicycles are banned, a bicyclist may use the entire lane if there is not sufficient space for a car and bike to safely share the lane. At the same time, bicyclists must single up (not ride side-by-side) if riding double would obstruct traffic. Presumably, Wilson St, being very lightly traveled, should allow bicyclists to ride side by side and still allow cars behind to pass.
