The use of an unlimited pass has required ID verification for as long as I can remember. The only change here is that the requirement may actually be enforced and a penalty has been assigned.
If people can manage to get to the correct bus stop at the proper time to catch the bus that they need and remember to bring their bus pass, surely they can manage to also remember to bring ID. If you're a student or a state employee and you are headed to school or work, you are already supposed to have your ID on you. If anything, this is an inconvenience for Metro drivers, not riders. Speaking of which, just because a driver can ask for ID doesn't mean they will and just because they can take your pass if you don't have ID... doesn't mean they will.
