The UW and ASM - and I'm guessing other employers that issue passes - does
make an effort to find and punish people selling passes. I have been told
by a number of people that Craigslist and other on-line sites are scanned
for people selling bus passes. They take it very seriously.

I'm guessing that the announcement of enforcement and possible requirement
to show an ID is partly an effort to scare people into behaving. Just like
when I was a young and more irresponsible driver, I didn't speed because I
knew the local police were out there hiding. I behaved myself because I
knew certain roads were notorious for "speed traps." Hey, they work. (Ask
anyone who has driven through

.)

So maybe a few people will be asked for ID, and a few people that have sold
their passes will be punished by their employers for selling their passes.
(Most employers keep track of which pass was issued to which person. There
is a bar code and individual number on the bass.) Word will spread, and the
amount of fraudulent use will hopefully go down.
