Items 1 and 3 (in so many words) are on the City Employee pass. Item 8 is not (shrug).

_Having_ your ID is one thing. Getting it out of your wallet and showing to the driver, thus having to remove both gloves and figure out what to do with at least one, if not two, bags/backpacks (I'm required to carry a city laptop from/to work), and hope that the 13-year-old photo on my ID resembles me closely enough to convince the driver that it's really me, and I'm not part of some global plot to scam Metro, while a half-dozen other passengers queue up in the February cold wondering what's taking that scruffy dude so long to fare up, is another.

Even when the building where I work was under metal detector security, I could swipe past the bypass card sensor ( wallet with magnetic pass in back pocket) and enter the building without having to show my ID to anyone.

Fraudulent pass use is a _symptom_. Fraudulent _sale_ (or other distribution) of those passes is the _cause_. Any action that addresses the symptom while ignoring the cause is doomed, as the failed state of conventional medicine clearly illustrates.

As far as I remember as either a UW student, City of Madison employee, and UW employee ever since the pass program has been in existence, these conditions have always been on the back of the pass. (Obviously, the wording for # 3 varies by who is issuing the pass.)
