Items 1 and 3 (in so many words) are on the City Employee pass. Item 8
is not (shrug).
_Having_ your ID is one thing. Getting it out of your wallet and showing
to the driver, thus having to remove both gloves and figure out what to
do with at least one, if not two, bags/backpacks (I'm required to carry
a city laptop from/to work), and hope that the 13-year-old photo on my
ID resembles me closely enough to convince the driver that it's really
me, and I'm not part of some global plot to scam Metro, while a
half-dozen other passengers queue up in the February cold wondering
what's taking that scruffy dude so long to fare up, is another.
Even when the building where I work was under metal detector security, I
could swipe past the bypass card sensor ( wallet with magnetic pass in
back pocket) and enter the building without having to show my ID to anyone.
Fraudulent pass use is a _symptom_. Fraudulent _sale_ (or other
distribution) of those passes is the _cause_. Any action that addresses
the symptom while ignoring the cause is doomed, as the failed state of
conventional medicine clearly illustrates.

As far as I remember as either a UW student, City of Madison employee,
and UW employee ever since the pass program has been in existence,
these conditions have always been on the back of the pass. (Obviously,
the wording for # 3 varies by who is issuing the pass.)

The use of an unlimited pass has required ID verification for as
long as I can remember. The only change here is that the
requirement may actually be enforced and a penalty has been assigned.
If people can manage to get to the correct bus stop at the proper
time to catch the bus that they need and remember to bring their
bus pass, surely they can manage to also remember to bring ID. If
you're a student or a state employee and you are headed to school
or work, you are already supposed to have your ID on you.
If anything, this is an inconvenience for Metro drivers, not
riders. Speaking of which, just because a driver can ask for ID
doesn't mean they will and just because they can take your pass if
you don't have ID... doesn't mean they will.

Wouldn't it be more effective, easier, better targeted and
fairer to us honest users of unlimited passes, given the
stupidity of posting something so blatantly fraudulent on
Craigslist, to set up simple "sting" operations on these
postings? Just send someone out to meet the seller and "buy"
the pass, with a friendly officer in a squad car just around
the corner. Easiest bust ever. Two or three of these widely
published in the local fish-wraps, and the phenomenon will
vanish faster than a streetcar proposal.
So far, city employees who use these passes have not gotten
notice of this. It'll be interesting to see if we do, or if
they just spring it on us that day....

I called Madison Metro with a concern about all the unlimited
ride passes being sold on Craigslist. Schools are charged per
swipe for making the cards available to students. So there is
a hard cost beyond putting extra people on the buses. If it
takes checking ID's to get abused cards out of circulation, I
don't have a problem with it.

Confiscation? Isn't that a little extreme? Part of the
Metro-Soglin campaign to reduce ridership.
