Hi Andy,
I spent a fair amount of time with Tony Fernandez talking about this
project.  I bike commute and use this intersection, at least when there
isn't ice or snow on the road.  I agree, its a nightmare.  The project
offers some improvement for bicyclists heading east or west on Old
Middleton between Eau Claire and Whitney Way.  It also offers an
improvement for bicyclists heading east on Old Middleton and turning left
onto the Blackhawk Bike Trail or bicyclists crossing south from the
Blackhawk Trail to Eau Claire.  It does very little for bicyclists crossing
north from Eau Claire to the Blackhawk Trail.  There will be some
improvement due to restrictions on parking on the south side of Old
Middleton west of Eau Claire and a green bike box designating a waiting
area for bikes and pedestrians trying to cross from Eau Claire north to the
bike trail.  No much, but something.  It won't help the traffic and you'll
still need to wait.  Tony wouldn't consider any kind of traffic control due
to the cost.

This project (#6794) has now been bid twice with no takers within the
City's price range.  I haven't talked to Tony since the summer, but right
now it doesn't look good at least according to the information on the City
website.  I'm afraid that leaves us with nothing.

I thought Tony was doing his best.  We spent a lot of time on the phone.
He shared diagrams and plans with me and was responsive to my questions and
suggestions.   Wish there was something else we could do.

Not sure how you could help it but riding that route most every day, I'd
guess more than half the west bound bikes leaving the path want to cross
Old Middleton to go up Eau Claire. The "rush hours" means a long wait
until, if you're lucky, somebody lets you through or you get in the wake of
a left turning vehicle.

I go straight down Old M. through the stop light - not much fun in the
winter w/ solid traffic on the left and the snow clutter bike lane either.
Going east, I just pull into Eau Claire and wait at the stop sign.  I guess
they could run the path down to the corner of Whitney and Old M. but that's
probably railroad R.o.Way or something.

1 million for a tunnel [1]? ;->
