=v= I haven't seen Portland's signs, but they're doing the
same type of thing in Pittsburgh, PA:

Notice that they're coated cardboard signs, attached with
zipties, not "official" signage.  I suppose the QR code
will lead to groups behind this effort.

=v= I've seen the very same signs in Oakland, CA, except
for walking:  "It Is A 15 Minute Walk To Downtown."
