Note that when the hospital was spun off to public authority status, all of its parking remained with UW Transportation Services. Whether rational or not, having to deal with a third-party entity is a likely source of frustration. It would also be interesting to plot the number of UW and Hospital employees on a regional map. I would be willing to bet that a higher percentage of hospital employees live in areas not suited to bike/walk/transit.
