"Even with legally installed stop signs on the path" I think what Arthur is saying, or perhaps implying, is that the stop signs you saw are NOT legally installed. Although I won't try to tell a lawyer the law, my guess would be that these signs have no legal status, and might as well say, "We'd sure appreciate it if you'd stop so we don't have to, but it's just a suggestion."
