I would suggest enforcing the state law that requires drivers to yield to 
pedestrians and cyclists in crosswalks.  Possibly a police sting. I would think 
if a driver with a cdl got cited it would be a big deal to that person and the 
other workers may hear about it and follow the law.  

There are a large number of elderly and very slow/ social riders in this area.  
The home made stop sign may cause them to stop, but they may not get up to 
speed in time to clear the intersection.  I feel the stop signs send a message 
to drivers to drive faster and not be as careful.
