I encounter the same thing on the Southwest (westbound Regent traffic
turning onto Monroe).  It makes for safer and happier riding to
assume drivers will boff the No Turn and be entertained, not angered by
it.  It's good to assume the motorists are visiting (campus/Sheraton) and
not locals trying to shave their commute time.  Remember, laws of physics
always trump traffic laws.
