I don't know if it would count as an IDE (I always think of Code
Warrior), but Code Crusader is pretty good.

It will let you keep a list of files (project management) and lets you
do make and such.  It also has a cool feature that will parse through
header files and show you the clases and thier relationships
graphically.  Then you can say, "Ahhh, I see that Basemenu is the parent
class of Clientmenu, Configmenu, Iconmenu, etc."
I don't know how big the footprint is but it's pretty quick even with a
300 mghrz proc. and 64 meg ram.
