I haven't finished moving things around.  I agree that cmake goes in 
programming.  There are others:

d-bus:    General Libraries -> System Utilities
{,un}zip: System Utilities  -> General Libraries
pkg-config                  -> Programming

etc.

I'd be glad to discuss this more.
