I do the same thing (set them all before starting). I've thought
numerous times about putting all the stuff in the pre-installation
section, but then thought it to be redundant. It *must* be on the
pages where it is actually installed/used.

Furthermore, only ORBit, libbonobo and GConf are built before
desktop-file-utils is listed. So, if you follow the book and
build GNOME in the order presented by the book, it is only those
three packages that could be giving trouble.

My biggest concern is for folks that jump around the book, install
a piece of GNOME here, a piece of GNOME there, and then come back
and finish a full GNOME installation. The reason one would do that
is because they might build GIMP or AbiWord or any number of other
packages that have GNOME dependencies.
