This is interesting - there are now a lot of reports in google
(this time, I searched for pod2man 2013 to only get recent reports).

The basic problem seems to be that pod2man now dies on an error -
previously it apparently put errors into the generated manpage but I
can't see any obvious problems in my own cms.1 created by perl-5.16.

 For openssl, http://www.intestinate.com/pilfs/ reports that
util/pod2man.pl in the openssl tarball is an older less strict copy.

I'll have to install the newer perl to see if I can replicate the
issue.
