I remember having a similar problem, last summer when I built XFCE from
BLFS. I don't remember the details but there was no way to get "proper
folder icons" in Thunar... and it was very annoying.
I spent a few frustrating hours into this, but I do not remember how I
solved it. The fact is that I still drag a couple files from one backup
to another and I just remember that I shouldn't delete them "because I
will need them for the next XFCE".
These are the suspects:

icon-naming-utils package is in BLFS but tango-icon-theme, is not.

Looks like I installed XFCE on Jun 22nd, but until a few days later, on
29th I wasn't satisfied... My XFCE icons in that machine are set to
"Tango" but I have no script to install them, so probably they were
untarred into the directory.
I also remember a hint (from Fernando?) about LXAppearance, but I'm not
sure if that solved the problem, but I recall it quiet helpful and is
also installed on this XFCE build.
More important for BLFS, my hypothesis was that when you build a minimal
XCFE as per the book, indeed, installed icons/themes do not adapt right
to modern resolutions (1920x1080). By minimal I mean just GTK2+ and XFCE
packages. (Installing Gnome o KDE aside, probably masks this issue, I
don't know.) Just a hypothesis, that I'm postponing to test until "next
XFCE".
