Not sure if this is related but I had video issues with both Epiphany/Firefox* and Totem. In my case the issue turned out to be ffmpeg-3.4. After downgrading ffmpeg back to 3.3.4 and re-building several packages (I'm not exactly sure what had to be rebuilt), but conservatively all the gst packages? The issue went away. At a minimum, rebuild gst-libav.
