Lenny,

 

It doesn't "talk", but it beeps when you get to the angle you want.  It
beeps automatically at level, 45 degrees, and 90 degrees.  But you can set
it to beep at any degree you want.  The display letters are a little less
than 1" high, but you may need a sighted person to calibrate it for you.

The only thing I don't like about it is the beep volume isn't real loud.

referring to? Also, what is a roto rule?

If I want to find the angle of something, I just my Sears 10" electronic
level and tells you the exact angle.
