While you can use a standard drill, I have done so many times but it is slow 
and the bit tends to wander particularly if you happen to hit a stone in the 
cement. It may also be that the prolonged time produces additional abrasion I 
don't know but the hole tends to be that bit more sloppy. This is less common 
in block or brick however it requires a quite precise hole for the screws to 
hold well. For this reason alone a hammer drill is the preferred instrument. 
They go into concrete much quicker and therefore form a much more precise hole.
