 I  have  read  sometimes  back  in  BusinessLine(The Hindu ) Group,
perhaps  immediately  after  this  Central  Budget,, Front Page Headline:
The  Centre  Has Spend  around  Rs.35000 crores  on  Irrigational  Projects
in  the  last  25  yrs  and  Agri  productivity  has  increased  during
that  period  by  only  4 Percent. There  are  plenty  of  CAG  reports
put  the  Govt. in docks.

As  far  as  Maharshtra  is  concerned,, being  the  presence  of  strong
Sugar  lobby,  and  Sugarcane  consumes  the  most  water  among  other
crops,, other  areas  suffer  including  Vidarbha  region. One  of  the
factor  for  Vidarbha  crisis is  non  availability  of  water  for
Irrigation,, as  Bt Seeds  require  more  water  than  conventional  seeds.

There  is  one  more  dimension  to  this  crisis.

Recently,  around  one  month  back,   I  got  an  opportunity  to  attend
one  seminar  on  Water  management  org.  by  Fishries  University  and
Rotary  Club.

Apart  from  having  met  some  very  very  senior  and  dynamic  persons,
I  come  to  the  conclusion  that,  the  people  are  <dead>.  Unless
<you>  are  <TROUBLED>  you  wont  take  steps  to  address  situation.
This  is  the  present  state.
Since  BMC  is  supplying  so  much  of  Water  at  dirt  cheap  rate,  why
people  bother  to  resort  for  Rain  water  Harvesting  or  for  other
water  conservation  measures.  Unless  we  will  be  given  water,  we
cannot  waste.

If  we  were  to  stop  wastage  of  water,  Water  should  be  made  dear.
In  a  given  situation  of  Political  Correctness,  it  is  not
possible.  We  cannot  compel   or  assert  as  of  Right, BMC  to  charge
more.

One  very  <Beautiful>  thing  I  have  learnt  from  my  Law  studies,
when  there  is  no  legal  remedy  given  for  a  <wrong>,,  <EQUITY>
COMES  TO  AID.

The  only  solution  to  prevent  wastage  of   Water,  as  i  see,  is
not  to  supply  water  more  than  mere  *necessaries*. People  should  be
highly  inconvenienced.
But  how  it  is  possible ?

<EQUITY  STEPS  IN>

As  everyone  knows,,  that  all  Districts  in  M.S. Except  Mumbai,,  are
given  Step-Motherly  treatment  when  it  comes  to  essential,  be  it
water  or  Electricity. It  cannot  be  justified  on  any  ground
whatsoever.

After  collecting  all  relevant  information  of  this  discrimination,  a
PIL  in  envisaged  in  Bombay HC,  alleging  State  is  acting
arbitrarly.
Relief  sought: All  Dist.  must  get  Equal  water  based  on  rational
ckassification.
Result-  there  will  be  less  water  for  Metros =  lot  of  Hue  and
Cry.
Let  the  State  *clean  the  Rivers  for  Metros*. Let  people  arrange
themselves.


I  start  with  some  *presumptions:*

1) water  is <Scarce> and <Life> in  the  real  sense  of  the  word;
2) No  one  prays  to  live  Slum  Life;
3) Everyone  has Common  sense  and  understand basic Economics;
4) We  are  a  Country  of  Paradox.

We  are  a  Country,,to  talk  about  Practice  of  Discrimination  and
degree  of  Mal-Administration  can  be  gauged  from  simple  fact,,The
Govts  on  one  hand  carries  a  Campaign  and  beg  Metropolis  to  save
Water  for  whatever  reason  and  on  the  other  hand  it  is  yet  to
reach  villages  with  Water  after  60  Yrs.  of  Independence.
If  Metros'  are  asked  to  save  Water,,it  follows  that  they  are
supplied  plenty  and  people  waste  because  they  have  plenty.

There  may  be not enough  or  Potable  Water  in  hamlets  and  Villages
but  Metropolis  must  have  ample  potable  Water  for  flushing  in
Toilets, Cleaning  Vehicles, enjoying  Bath tubs  swimming pools Water
kingdom  to  name  few.
By  supplying  them  plenty  they  habituated  to  waste  though  not
intentionally.

*What,,if  People  in  Villages,,deprived  of  their  Share  and  Right  of
Water,,are  Given  their  <Share>  and  <Right>.*

It  shall  have   multidimensional  impact  and  I  could  make  out  only
few,,nevertheless,,fundamental.

Impact  can  be  Studied  in  Three  dimension  though  not  independent--
A) More  Water  for  Living  and  Irrigation  SHALL  FOLLOW-
=  Large Scale  Production  of  Foodgrains-
=  Higher  Productivity  and  economies  of  scale-
=  Lower  Prices-
=  Larger  disposable Income  and  savings-                               =
Increase  in  Expenditure  and  Investments-
=  Higher  GDP.

B) =  No  or  Less  Migration-
    =  No  further  Slums-
    =  Perhaps  Reverse  Migration-
    =  A Planned  City.

c) The  Other  side  of  the  Impact,,
=  Villagers  getting  their  share  follows  less  Water  for
    Metropolis-
=  hue  and  cry-
=  decent  use  of  Water, adoption  of  Conventional   and  Non
    conventional  measures  to  save  and  Harvest  and  Recycle-
=  *Revival  of  Dead  Water Bodies* for Metropolis'  increasing needs.

The  NET  impact-

Employment  Generation,
Better  Health, and......................................

*The  Q  arises  why  they  should  not  be  given  their  Share  and  Right
!!!!*
*Who  is  to  Ensure ?*
*Yes,,*

Dear brothers and sisters,

Vande Mataram!

With this mail, the BM National Executive invites the nominations for the
formation of Projects team.

The objectives of setting up the team are:
1. To have better coordination in the activities
2. To help set up new chapters and initiate activities in them
3. To help existing chapters in their activities as well as collecting data
about their activities on a regular basis.
4. to plan and implement National Level Activities.

The details of the Team are as follows:


   1. *Structure:*



The Team will consist of the JS-Social and 6 members (3 teams of 2 members
each). The function of each team will be as follows:

*Team 1:*

Compilation of activities on a regular basis



*Team 2:*

Initiate new chapters



*Team 3:*

Making / keeping all the chapters active. This team will work on national
level activities as well as help the chapters in their chapter-level
activities.





   1. *Eligibility:*

* Should be an Active Member of the Mission as defined by the Constitution

* should have completed 18 years of age

* should have been active in the mission for at least the past 6 months



   1. *Expectations from the team:*

- The work may require about 1-2 hour daily or 6-12 hours per week and may
require more time depending on the conditions. Team members are supposed to
contribute time as per the needs of the team to ensure timely work.



- Handling communication with Chapters and members shall be the team's
responsibility. The National Executive shall extend its help in all possible
ways to achieve this.
