Ignored your hosting question. Bazaar could be hosted for example on SourceForge or Launchpad.
SourceForge links to http://www.opensource.org/docs/osd where the following is stated: "The license must not restrict anyone from making use of the program in a specific field of endeavor." Launchpad says: "It must not discriminate against persons, groups or against fields of endeavour." BoltWire does this. So from the point of view of the Open Source Initiative (and others) BoltWire is not open source. There are only two possibilities when it comes to 3rd party hosting: forget it or use an open source license. Of course, private hosting is always possible but less straightforward.
