Your detailed electronics skill are way better than mine . its seems broken just as you say .
Boom or Reciever can not boot without the WIFI card as SB3 and SB2 can (they where optionally sold as wired only ,so the fw was made to work without the wifi card ) . Another risky idea , paperweigth was it ? Try the functioning booms wifi card in the broken one . or the other way try the broken booms wifi card in the functioning one ? Could potentially brake more stuff .
