Well, I'd say the Wiki is a good way to capture these notes and structure
them.  Of course, it's really up to people such as yourself to make something
of the Wiki.  I'll note, that there are many Wiki pages that start the capture
of various aspects of a library or documentation that eventually gets folded
into some part of Boost.  Pointers to mailing thread articles are something
you'll see on many Wiki pages. 

The other key thing about the Wiki is that it is instantly searchable.  So if
you are looking for an answer about bjam you can find it quite easily:
