This should answer your question:

  C:\Documents and Settings\dave>bjam -f -
  ECHO "\\[include[ ]*([^\]]+)\]" ;
  ^Z
  \[include[ ]*([^]]+)]

quotes don't prevent backslashes from acting like escapes.
