This step is easier said than done.

Absolutely. I thought of the reasons you list, but the counter argument is that a company would promote their use of Perl for the same reasons they might support the Perl Foundation. Advocacy would have to start by convincing the existing users of Perl that it is in their own best interest to have a healthy and growing Perl community. Like supporting the foundation, not everyone will put their money where their mouth is, but it's a start.
