TTYs are machines which allow a person who is deaf or deaf-blind to access
the telephone.  Having one of these would give people who are deaf-blind
independent access to a telephone.  It would also give people who are blind
access to a TTY if they work in situations where they need such access.
Working in a social service agency can be one example of where such access
is needed.
