I always thought UPS required a signature upon delivery of all items. Looks like some drivers take this as more of a guideline than a requirement. Problem with marking high value parcels as such is they would attract attention while in transit and in the sorting plants and even UPS and Fed Ex must have a few dishonest employees, as even the U.S. post Office has some.
