you can generate audible tones that modern phones interpret as
instructions (numbers, and there must be a "dial now" instruction I
guess).  So just by making the right noises, you can tell a phone to
dial your mum, or whoever.  If you've ever heard a modem dialling out,
the first beeps will be these tones, one per digit of the phone number
I think. Then the nasty noise afterwards is the modem negotiating and
starting a connection.
