Could be that the yeast 
is dead already?

Try to purchase new set of yeast.

Yeasts are very sensitive & if 
it is exposed to air and humidity 
it will die.

Try to store the yeast in ziplock bag 
& then roll the air out until it 
forms a vacuum.

Then store it in the freezer.
