Kevin,

Based on your description of the problem and the age of your BII, you
need a new upper valve seal.  I had the same problem with my BII,
which was about the same age as yours.  It leaked out the bottom if I
had the lever all the way down and out of the screen if I had the
lever at the mid-point.  The rubber seal in the upper valve was hard
as a rock, thus it wouldn't seal properly.  Replacement is a simple
task.  You'll just need to carefully "dig out" the old seal.  I used a
small, sharp awl and a small, flathead screwdriver.  I purchased a
viton replacement seal, so I'll see if it holds up better than the
basic rubber seal did.  You can also purchase a complete valve stem
and seal unit, but I wouldn't waste my money doing that.  When you
insert the new seal, be carefull not to over tighten the short
triangular "stem" on the washer that's on top of the seal.  If you do,
the valve will not open completely when you flip the lever up.  If you
are not seeing any leaking out of the bottom while you are pulling a
shot, then the lower seals are still sealing OK.  If it's dripping
while the shot is pulling, then the lower seals are bad too.
Obviously it doesn't hurt to replace all 3 seals at the same time.  I
only replaced the top seal and my BII has been working great ever
since (no leaks).
