Great feedback. Allow me to clarify. What I witnessed: During extraction the pressure will settle at 7 for a period, maybe 7 or 8 seconds. Then it'll shoot up to 10 for a few seconds and then settle quickly back down to 7.
The previous owner described exactly the same circumstances with a completely different bean, grind, tamp, etc. So, even with those variables, the results are the same. My experiment with a blind PF a few moments ago: Pressure builds pretty consistently to around 9.5 bars and the first time (I don't think I flushed the head prior) it went Spinal Tap, 11. Wow. Subsequent tests had the pressure built to between 9.5 and 10 consistently with no pressure drop at any time over the process of approx. 15 seconds. I did this probably 5 times with the same results. So, the experience certainly varies between the blind PF and a shot. BUT, I'll bet I can go for a coarser grind and lighter tamping and I'll experience the same fluctuation that the previous owner experienced. Grind and tamp don't matter, either a spike in voltage or some mechanical device is causing the pressure to go erratic when pulling shots. Thanks!
