I thought I just responded to ya'll but maybe it didn't take. Good ideas, all.
Here's what I know so far. The previous owner described exactly the same behavior before I bought the machine. Extraction goes to around 7 bars for 8 to 10 seconds, the leaps to 10 bars for a few seconds and then drops back down to 7. We are using different beans, grind and tamp and yet the behavior is exactly what he described. My blind PF tests had the pressure go to around 9 and then continue onto 11 but I think this may have been because I hadn't flushed the head before do the first round with the blind PF. Each subsequent test with the blind PF had the pressure at 9.5 to 10 bars with no fluctuation. Further complicating the issue is that the pump has just been replaced with the same model as OEM, from WWL. So, I would expect it to work properly but who knows.
