So, I'm pretty sure I figured it out.  After taking the OPV as apart
as I could get it and blowing it out with compressed air, I
reassembled and fired Brewtus up.  Set the pressure to around 10 bar
and loaded up a shot.  The machine went to 10 and then backed of to 8
after about a second, another second and back to 10, vacillating
between 8 and 10 every couple of seconds.  I started to think maybe
the OPV was set too high so I backed it off several turns.  The next
cycle it went to 10 and stayed for a bit and backed off to 7 and then
back up, but the behavior was better.  I backed it off another half
turn and it went from 8 to 9.5 but the cycles were less frequent and
less violent.  Backed it off another half turn and now it goes to 9.5
bars and stays there during the whole shot.

So, looks like the previous owner had the OPV so cranked up that it
was freaking the pressure system completely out.  And so ends the
story for the annals of Brewtus.  I hope.

Thanks all who threw in their thoughts, especially Ben's insistence
that I sniff around the OPV.  It definitely helped me down the path!
