this is exactly what happened with mine when I got it shipped all the way from germany to Indonesia. I googled, nothing of those solutions fixed my problem. Untill I inspected closely, and I found the filter was floating on top of the water. I took a wooden stick to push the filter to the bottom, hit the lever, in a few seconds, it worked like should be. you may need to keep do so untill the filter completely soaked. other wise it will float again. this simple trick works for mine. hope to you as well.
