If the when the steam boiler is low the heater does not turn on you're in luck as you won't break anything.
When the pump turns on there should be a click from the relay that runs it just before it starts. You can see if there is power to the pump when it should be filling, if there is, it's likely the pump, if not, then it's likely the black box. I've not seen the pump relay die, but I've replaced a couple of the heater relays. It's a lot cheaper than a new box.
You will likely have a better chance of hearing the click if you plug and unplug the machine to turn it on and off, that way, no switch noise.
