Others have done various dampening for the drip tray; silicon tubing split lengthwise, tape on the drip pan, etc.
How old is the pump? I found that vibe pumps would still perform somewhat adequately, with intermittent pressure loss (or intermittent failure to build pressure) when they were failing. I'm guessing your pump needs to go.
