This is an exaggeration. Gore offered two concessions.
(1) Gore offered a statewide recount, which is likely to hurt Gore as
compared to a Democratic county recount
(2) Gore offered to give up his right to redress the issue in court
Offering concessions is surely a good way to try to reach a
compromise. Regardless of Gore's motivations, he DID offer concessions,
so you cannot fairly say that it had "nothing" to do with compromise.
