It depends...... First, it is unclear that even if both sides agreed that a
full statewide recount could occur. Secondly, it would force Bush to pull
a full 180. Bush has argued consistently *in principle* against hand
recounts, over the course of this process. I don't know many people who
pull a 180 of that degree while underneath the TV cameras. Thus, it was a
rather safe concession to make, since Gore knew that the odds were
infintesimally small of Bush accepting the concession, and even then, the
concession might not happen anyways.

The only suits this would effect would be the challenges to the validity of
the Palm Beach Ballot, which almost all observers consider to be without
merit. Moreover, Gore would still be unable to unilaterally stop these
lawsuits, as they have been brought by private citizens, and not his
campaign.
